
CDBG stands for Community Development Block Grant program, which has been funded by the U.S. Department of Housing and Urban Development (HUD) since 1974.
Maricopa and Pima Counties, the metropolitan areas within those counties, as well as the cities of Flagstaff and Yuma, receive their CDBG directly from HUD as entitlement communities.
Entitlement communities are Metropolitan Statistical Areas (MSAs); other metropolitan cities with populations of at least 50,000; and qualified urban counties with populations of at least 200,000 (excluding the population of entitled cities).
The Arizona Department of Housing (ADOH) oversees the CDBG program in the cities, towns, and counties that are not “entitlement”.
Arizona receives approximately $15 million in CDBG funds annually. ADOH divides 85% of that amount between 4 rural councils of government based on a formula of population and poverty statistics. The ADOH retains 15% to fund their State Special Projects (SSP) account, which is competitive statewide.
SEAGO is expected to receive approximately $2.4 million this year in Regional Account (RA) funds.
SEAGO, through the Method of Distribution (MOD), disperses the RA funds to it’s 4 counties, based on a formula that is 70% poverty level and 30% population.
The 4 counties have established a rotation schedule to divide the RA funds. There is no competition.
Cities/Towns/Counties within SEAGO must submit annual regional account applications, per their rotation schedule, through SEAGO.
