Highway Performance Management System (HPMS)

SEAGO provides a variety of information for its member entities and for the Arizona Department of Transportation. Some of this information is in the form of required federal reports to the Federal Highways Administration that SEAGO compiles and submits to ADOT on behalf of its members. The major source of information is the annual Highway Performance Management System (HPMS) report.

ADOT is in process of changing HPMS reporting procedures for the Councils of Government, and SEAGO has been selected as the “pilot COG” for this test. While ADOT and the FHwA sill want all data required for Federal HPMA reporting, ADOT has requested that the COGs concentrate their efforts on seven items.

The data to be collected and reported through this system includes:

  • Name of road and termini
  • Jurisdiction responsible for maintenance
  • Segment length (miles)
  • Functional class
  • Number of lanes
  • Type of surface
  • Traffic count
    • AADT
    • Raw count and month/date collected

Once all of the changes have been incorporated into the data set, the information will be reviewed by the ADOT Data Bureau staff. If there are any questions or additional information is needed, Data Bureau staff will contact the COG/MPO.
