SouthEastern Arizona Governments Organization (SEAGO) is a regional planning agency, otherwise known as a Council of Governments. A Council of Governments (COG), or Regional Council, is a public organization encompassing a multi-jurisdictional regional community. A COG serves the local governments and the citizens in the region by dealing with issues and needs that cross city, town, county, state, and in the case of Arizona, even international boundaries. Mechanisms used to address these issues may include communication, planning, policymaking, coordination, advocacy, and technical assistance.  SEAGO members include Cochise County, Benson, Bisbee, Douglas, Huachuca City, Sierra Vista, Tombstone, Willcox, Graham County, Pima, Safford, Thatcher, Greenlee County, Clifton, Duncan, Santa Cruz County, Nogales, Patagonia, and the San Carlos Apache Tribe.

2026-2031 CEDS

SEAGO develops and manages the Comprehensive Economic Development Strategy (CEDS) to assist in establishing regional priorities for United States Economic Development Administration (EDA) projects and investments. Its purpose is to promote economic development and opportunity, foster effective transportation systems, enhance and protect the environment, and balance resources through sound management and development. The CEDS provides a coordinating mechanism for individuals, organizations, local governments, and private industry to engage in a meaningful conversation and debate about the economic direction of the region. 

We are currently developing the 2026-2031 CEDS for the 4-county (Cochise, Graham, Greelee, and Santa Cruz) SEAGO Region.  To accomplish this, SEAGO has scheduled a series of meetings to gather information from the public.  Public Outreach meetings will be held at the following locations:

Bisbee City Hall:  1/13/26 from 10am to 12pm
Benson City Hall 1/13/26 from 2pm to 4pm
Graham County General Services Assembly Room: 1/14/26 from 2pm to 4pm
Greenlee County Board of Supervisors Room: 1/14/26 from 10am to 12pm
Nogales City Hall: 1/20/26 10am to 12pm.

In addition, SEAGO has developed a survey to identify the Strengths, Weaknesses, Opportunities, and Threats (SWOT) to help assess and understand the regional forces that impact Economic Development activities within the SEAGO Region.  The survey is available below.

Federal funding cuts have already impacted thousands of people across the country. The Area Agency on Aging could be the next organization to see cuts. In these uncertain times, SEAGO's steadfast commitment serves as a beacon of hope and resilience for our senior community.
