This project, funded by a grant from the United Way of Graham & Greenlee Counties, is being prepared by the consultant group of GrowAmerica and Norris Design, with assistance from the Southeastern Arizona Governments Organization (SEAGO).

SEAGO and the United Way of Graham & Greenlee Counties need your help in developing a market study, strategy, and implementation plan for increasing the amount of housing in the County. The strategy produced will be aimed at attracting a variety of developers to Graham County, including those involved in workforce, single and multi-family, and affordable housing. The project will result in the selection of at least two preferred sites for new housing development, and will provide a framework for those developments. To guide these efforts, a housing market study is being finalized with analysis of local trends and economic conditions, and an assessment of the infrastructure needed to support housing. Community feedback from a recent housing issues and interests survey will also guide this effort.

Housing is considered affordable when a person's housing expenses (rent/mortgage and utility costs) are no more than 30% of their monthly income. The cost and availability of housing can be affected by many factors including: construction costs, the availability of developable land, land use regulations, property taxes, migration of people into or out of the city, and families' incomes. While people of any income can struggle to find housing that is affordable, families that earn less than the local median income often face more difficulty finding housing that is affordable.

In Graham County, the median annual household income is $67,326 (source: 2023 American Community Survey).
